Board Meeting – August 1, 2007

Country Walk Board Meeting on August 1, 2007

 

The meeting was called to order at 7:10 pm in the Clubhouse. In attendance were:  Ed De Iulio, Rocco Cioffoletti, Bill Swedberg, Steve Lapham, and Warren Adams.

 

Accomplishments during the past month.

  • Interior portions of the Clubhouse were painted, as well as two eave vents on either side of the roof.
  • The white portion of the guard gate was painted.  Lumber on six of the posts was rotten, and required replacement.  Double-size lumber was used.  An unanticipated additional cost of $1400 was incurred.
  • Directional arrows on the traffic circle near the Clubhouse were painted on the roads.  Cars in the interior of the circle have right-of-way over those entering.

 

Treasurer Rocco Cioffoletti distributed an updated budget.  Main items of discussion were the following, with budgeted item titles in italics.

  • Clubhouse Maintenance is now $4020, exceeding the annual budget of $3000 by $1020.  This is primarily due to the unexpected replacement of rotted posts on the guard gate.
  • Expenditures for Duke Power are currently $100 over the budgeted amount of $2500.  This is primarily due to the material and labor associated with constructing a power pole on the Old Knoll House property, which will be used for irrigation.  Mention was made that the monthly power bill to operate the pool is approximately $440.
  • The Accounting Bill from the CESI Case is $8612, less than the budgeted amount of $8900 by $288.  This bill was paid in full.
  • It is anticipated that Newsletter, Mailings, Fees, Stamps will have an excess of $600.  $1000 was budgeted, and an expected $400 will be spent.
  • Due to increased vandalism in common areas and the resultant increased surveillance, residents who want to park a vehicle overnight at the pool or Clubhouse should notify a Board member so that their vehicle is not towed.

 

Discussion of Old Business

  • Replacement of the Clubhouse roof, and removal of the dormers, did not occur as planned.  The contractor stated he was busy, and promised to do the work this week.  If not, Ed will look into an alternate.
  • Subdivision vehicle violations were discussed.  The Board wishes to maintain property values by enforcing restrictions explicitly listed in the covenants.  An ongoing concern is the location of recreational vehicles, for which the Board has received complaints.  Country Walk By-Laws of the Homeowner’s Association state that all objects foreign to the architectural exterior must be kept out of sight.  In particular, Articles 6.3 and 6.4 specifically list the following as being in violation.  6.3  “Commercial vehicles, bicycles, mopeds or motorcycles, boats, trailers, campers, trucks and motorhomes, except vans and pick-up trucks.”  6.4. “Boats, trailers and recreational vehicles may be parked on the unit drive for periods of no longer than 24 consecutive hours.”  Violations are occurring in spite of repeated Board notifications.  Rocco will check with local police to determine the precise required legal sequence of steps for towing.  Before any towings occur, each homeowner will again be individually contacted.
  • Subdivision fencing and playhouse structures were discussed.  Subdivision By-Laws include the following two statements.  “All proposed fences or privacy fences must be approved by the ACC prior to installation.”… “Accessory structures, such as playhouses, tool sheds or dog houses may be permitted but must receive specific written approval of the ACC before installation

 

Discussion of New Business

Discussion took place as to needed updates in the community.  Two items in particular were considered.

  • Fixing, relocation, removal of privacy fence.

The privacy fence bordering Highway 123 needs fixing.  Three options were discussed: fixing in the current location, relocation to outside the walking trail, and removal (with plantings to serve as a barrier).  Expenses, upkeep costs, property values, privacy, usage of common area, and security were all addressed.  After much discussion, the Board tentatively decided on a vote of 4 to 1 to relocate the fence outside the walking trail. The fifth member wishes the fence to be removed, with plantings used instead as a barrier.  As this item is an important and costly venture for the subdivision, the Board wishes to meet with the homeowners to discuss the issues and learn their sentiments.  A subdivision meeting will be planned.

  • Upkeep of the walking trail.

Limited discussion took place as to the paving and/or upkeep of the walking trail.  Further discussions will take place at a later time.

 

The Board went into executive session to discuss the court case between the Country Walk Homeowner’s Association, Inc., and CESI Corporation.

 

 

Committee Chairman Inputs

 

Social

  • About 50 children attended the back-to-school social on 8/21 at the Clubhouse.  Special thanks go to Julie Medina and Lisa May for planning this event.  The total cost was approximately $70.
  • A Halloween party, tentatively scheduled for Sunday, 10/28, is being organized by Angela Morgan.  Further details will be announced.
  • The Social Committee point of contact from 9/9 to 10/9 is Marie Carter.

 

 

Landscaping

Nothing to report.

 

Pool

Plans to keep the pool open through the end of September, and possibly through 10/15/07, depending on the weather.  The Chair of the Committee wishes the Board to budget for new umbrellas for 2008.

 

ACC

Rules and Regulations Committee

Clubhouse

The next Board meeting is tentatively scheduled for 7 pm on October 7th at the Clubhouse.
