Board Meeting – November 4, 2007

Country Walk Board Meeting on November 4, 2007
The meeting was called to order at 7:06 pm in the Clubhouse. In attendance were:  Ed De Iulio, Rocco Cioffoletti, Bill Swedberg, Steve Lapham, and Warren Adams.

 

Minutes for the last meeting will be reviewed and sent to the secretary.

 

Accomplishments during the past month.

  • The pool was closed on 10/15/07 as planned after a successful summer season.  A sincere “thank you” to all volunteers who helped to keep the pool safe and operational, especially Steve Edwards and Denise Burton.
  • The lip of the pool was scrubbed clean.  The Board thanks Janet Klodowski and Helen Cioffoletti who volunteered their time to make this community improvement.
  • A successful and safe Halloween was experienced.  Thanks are due Kim Wanner, who suggested that a safer environment could be maintained by stationing police at the entrance to restrict the vehicular traffic flow.  All individuals were asked to trick-or-treat on foot, and nonresidents to leave their cars at the pool area.  Please refer to Rocco or any Board member for comments or questions.

 

Treasurer Rocco Cioffoletti distributed an updated budget.  Main items of discussion were the following.

  • The Duke Power overrun is due to three main reasons.  First, the price of electricity increased.  Second, the pool was open roughly six weeks longer than last year, opening earlier and closing later.  The power bill for the pool is over $400 per month.  Third, and as reported in earlier minutes, there was a one-time cost associated with the construction of the power pole on the Old Knoll House property.
  • The overrun on Water & Sewer is primarily due to extra sprinkling as a result of the drought.  Ed will talk to the Landscape Committee about the possibility of cutting the sprinklers entirely to help conserve on community waters.

 

Discussion of Old Business

  • Subdivision vehicle violations were discussed. In an effort to maintain property values by enforcing the restrictions explicitly stated in the covenants, the Board is continuing research on appropriate legal actions against recreational vehicles.
  • Legal action concerning fencing and playhouses that were constructed without approval of the ACC are being researched.
  • Continuing discussions took place regarding the fixing, relocation, and/or removal of the privacy fence located along highway 123.  No definitive plan has been made.  A subdivision meeting is still planned.  Steve spoke to six of the nine homeowners whose houses border 123.  All support the idea of moving the fence outside the walking trail.  Steve is requesting DOT permission to have access from 123 to construct the fence, with the expectation that the fence will ultimately be moved.
  • Subdivision fees were discussed.  No raise is expected for 2008.
  • The pool committee chair will talk to Denise about a gas versus electric blower.

Discussion of New Business

  • Four No Trespassing signs are on order to help curb the usage of subdivision facilities by nonresident.
  • Steve will be applying for a yearly update of the subdivision nonprofit status.  Nonprofit organizations must file paperwork every year with the Secretary of State to maintain nonprofit status.  Country Walk address will also change from 751 Berkeley Drive, Clemson, SC 29631 to P.O. Box 1005, Clemson, SC 29633.
  • Ed asked Bill Swedberg to look into any repairs that may be needed for the tennis courts, and to approximate the associated costs.
  • The Board is to prepare suggestions and ideas to be discussed at the next meeting, relative to the 2008 budget.
  • Information concerning the law suit between the Country Walk Homeowner’s Association (HOA), Inc. and CESI Corporation will be addressed in the annual letter that will be sent on December 15, 2007 to the subdivision.  This letter will also address the annual subdivision fees.

There was a successful Halloween party.  The next event is a December holiday party for the children.  The committee is searching for a point of contact.

Nothing to report.  Tim Berg requests website maintenance funds.  Particulars will be checked.

The next Board meeting is tentatively scheduled for 7 pm on December 4, 2007 at the Clubhouse.
