Board Meeting – January 27, 2009

Country Walk Board Meeting on January 27, 2008
The meeting was called to order at 8:00 pm in the Clubhouse.  It replaces the cancelled meeting that was originally scheduled for 7:00 pm on January 15, 2008.  In attendance were:  Ed De Iulio, Rocco Cioffoletti, and Warren Adams.  Bill Swedberg and Steve Lapham could not be in attendance as they were out of town.

Accomplishments during the past month.

  • An end of year newsletter dated 12/15/07 was distributed to all homeowners with invoices for the annual HOA fees.  The fee is $528, which is unchanged from last year.
  • The annual family Christmas party was held at the Clubhouse from 3:30 to 5:00 on 12/16/07.  The Board thanks Lisa May for organizing this event, Bob Wigger for playing Santa Claus, and Harry House for providing a golf cart for Santa Claus’s entrance.

Treasurer Rocco Cioffoletti distributed an updated budget.  Main items of discussion were the following.

  • 93 out of the 157 lots have paid the 2008 subdivision fees to date.  At $528 per lot, this totals $49,104. Payments are due at the end of January.  Follow-up letters, with interest added, will be sent out by the end of February.
  • The 2007 beginning balance was $804, with an ending balance of $5820.  $2700 of these funds will be placed in the Reserve Fund.  $10,000 was originally scheduled for this fund, but $7300 was used to reroof the Clubhouse.
  • Discussions arose as to how best to record the Reserve Fund, and an appropriate account to keep these funds.

Discussion of Old Business

  • Steve was unable to attend the meeting to discuss the status of the fence relative to the remaining two property owners along Highway 123, and relative to whether DOT permission has been granted to have access to the fence from 123.
  • Steve was unable to attend the meeting to report on the status of the yearly update of the subdivision nonprofit status.
  • Although Bill was unable to attend the meeting, he earlier reported that he is now in possession of four No Trespassing signs.  Discussion will take place at the next meeting as to when and where they will be posted.
  • Discussions on tennis court maintenance were postponed to the next meeting when the full Board is present.

Discussion of New Business

  • The annual subdivision meeting will be held in April.  Notification of this meeting, with a call for Board member nominations to fill the vacated position by outgoing President Ed De Iulio, will be prepared and distributed.  A 30-day advance announcement for the meeting is required.
  • At the request of the Social Committee Chair Marcia Sherman, the Board agreed to provide an update page for the subdivision directory to reflect recent property turnover.
  • Residents reported unauthorized individuals in and around the pool area.  For security and safety reasons, the Board approved that combination locks will be place on all entrances.  Special note was made that the pool facilitator and contractor (Bill Matheson) are made aware of the combinations.
  • Based on a resident’s request, the Board will post Clubhouse rules on the website.
  • Various issues relative to Clubhouse maintenance were discussed.  Included are the replacement of old smoke detectors, the fixing of loose flooring tiles, re-keying locks, and fixing the deadbolt near the men’s room by the pool.  The Board will carefully walk through the Clubhouse to search for further items needing attention.  Over time, the lighting will be replaced by energy efficient bulbs.  Exterior lights will be left on a timer.  Halogen lights will be considered for the future.
  • Issues relative to street lighting arose.  The Board tried to recollect whether there was a light between the Clubhouse and subdivision entrance.  If yes, a replacement will be sought.  Ed reported that at least two of the street lights have broken flat glass.  He will drive through the subdivision to inspect all lights for breakage and inoperative lighting.  He will report required corrections to Duke Power.
  • Since the lawsuit between the Homeowners Association and CESI Corporation is over, the Board members in attendance unanimously agreed to disband the Legal Committee.  Special thanks are due to all the committee members, and to all who assisted over the years in this regard.

Social

  • A successful annual Christmas party took place.
  • Marcia Sherman is stepping down as chair.  The neighborhood owes Marcia a great deal of thanks for all she has done, serving as chair since the committee’s inception.  Living up to her great job, she has already arranged for Marie Carter and Janet Klodowski to co-chair the committee.

Landscaping

The landscaping contractor was made aware of the need to trim the trees in the front of the clubhouse under the eaves, and will do so in the near future.  Nothing else to report.

All Christmas decorations were removed.

The next Board meeting is tentatively scheduled for 7 pm on February 5, 2008 at the Clubhouse.

The meeting was called to order at 7:24 pm in the Clubhouse.  In attendance were:  Bill Swedberg, Rocco Cioffoletti, Mickey Lauria, Scott Templeton, and Warren Adams.

 

Treasurer Rocco Cioffoletti addressed financial issues.  He summarized expenses for 2008, presented a detailed end-of-year expense sheet, and updated the 2009 budget to initialize with the ending balances from 2008.  While 2009 fees are not yet due, 32 of the 157 lots have already paid.

 

Accomplishments during the past month.

  • The clubhouse heat was fixed and a new thermostat, with a 5-year warranty, was installed at a cost of $220.  Treasurer Rocco paid Tilson Mechanical in full.
  • The annual Christmas Eve luminaries were a success.  Thanks are due to Denise Gianforcaro.
  • The Clubhouse Christmas party for children was a success.  Thanks are due to Denise Burton, Lori Dickes, Lisa May, and Suzanne Swedberg.

 

Discussion of Old Business.

  • The security fence bordering Highway 123 has still not been completed.  There is an open access segment, and approximately 483 additional feet of fence to be constructed.  Oconee Fence Company (OCF) has been stating that the job cannot be finished because of the hard ground due to lack of rain.  Rocco called them over the holidays to insist that they promptly finish the missing segment (for which they have already been paid).  OCF informed him that they wish to finish the entire job, including the additional 483 feet.  If the missing segment is not completed soon, Rocco will take further action, and contact another company for the remaining 483 feet.
  • Lot 141, 603 Red Maple Way, is under foreclosure.  The Board is awaiting word on legal proceedings to attempt to recoup the unpaid fees and interest of approximately $3200.

 

Discussion of New Business.

  • The Architectural Control Committee will be contacted by Bill Swedberg to determine whether any new construction plans have been submitted.  Board members have been questioned relative to new housing plans.
  • Discussions took place as to subdivision priorities for 2009.  Priority items included updating the tennis courts and pool deck.
  • As Board meeting dates are set one month in advance, it was agreed that the secretary will send a reminder a few days in advance.

 

Committee reports.

 

The next Board meeting is tentatively scheduled for Tuesday, February 3 at 7 pm in the clubhouse.
