Country Walk Board Meeting on November 10, 2009
The meeting was called to order at 7:05 pm in the Clubhouse by President Mickey Lauria. All five Board members were in attendance. These include Mickey Lauria, Jay Jones, Murali Sitaraman, Scott Templeton, and Warren Adams. (Chris Post was present at the beginning to discuss tennis court bids.)

 

Addendum

After much e-mail correspondence and various discussions, the Board, in a special meeting, selected The Southern Roots Landscape Company as the contractor for the walking trail. Work will begin immediately. The total contract amount is $24,974. This includes necessary and preventative maintenance for the existing trail as follows.

  •  Aggregate restoration – 2167 linear feet by 5 feet wide by 2 inches deep of ABC (crusher run) – 130 tons. $4680
  • Drainage – to prevent future washouts – 700 feet of 4 inch corrugated sock pipe French drainage – $2866
  •  Steps – at Sugar Maple Court trail head – 20 flights of 8 feet wide railroad ties anchored with rebar – $1400
  • Preventative maintenance – 3085 linear feet by 5 feet wide by 2 inches deep ABC (crusher run) – 180 tons – $6480

It also includes the new nature trail construction behind Red Maple Way as follows.

  •  Grading – 1900 linear feet by 5 feet wide (removes turf and prevents drainage problems) – $1900
  •  Aggregate – ABC (crusher run) – 1900 linear feet by 5 feet wide by 3 inches deep – 168 tons) – $6048
  •  Drainage – 400 feet of four inch corrugated sock pipe with #57 clean stone – 11.25 tons – $1600

Accomplishments During the Past Month

  • Two trees were cut at the top of Country Walk Lane by Mike’s Tree Service, and eight more are scheduled to be removed.
  • Halloween was successfully celebrated. As discussed below, next year will either require two police officers or an officer and resident to direct traffic.

Tennis Courts Maintenance

Chris Post was scheduled to discuss bids on maintenance of the tennis courts. So that he could present his findings and be free to leave, the tennis courts bids were discussed first. Chris reported that he asked for five bids, and received two. The bids were in the amounts of $39995 and $33750. The Board was surprised by the size of these amounts, and decided to investigate further, seeking additional bids and recommendations. Possible sources of information include Clemson University and Lake Keowee subdivisions.

 

Treasurer’s Report

Scott presented a detailed itemization of the budget. He also introduced a new format. A third column has been added that projects the annual expenditures. The three columns now detail the annual budgeted amounts, the year-to-date totals, and the projected expenditures. This additional column aids in planning.

 

Old Business

  • Discussion took place relative to the walking trail maintenance and upkeep.
  • Jay will solicit bids and recommendations on the treatment of kudzu along the nature trail. He will also look into plowing all growth along Berkeley Drive and, in its place, planting a row of trees.

New Business

  • Queries have been submitted to Board members concerning new constructions in the subdivision, and whether they have been approved by the Architectural Control Committee (ACC). Warren will contact Phil Schmidt, the Chair of the ACC.
  • After Halloween had passed, Rocco advised Warren that a single police officer was not sufficient for traffic control. Upon hearing concerns from subdivision residents, he graciously volunteered three hours of his time. For next year, either two police officers are needed, or a resident should assist an officer.
  • Jay Jones will coordinate a subdivision work day on the morning of November 14 to clean up the area between the pool and lot 42, 100 Knollwood Drive. Mickey will notify the subdivision via e-mail.
  • Two bids have been submitted for work on the Clubhouse as well as the deck, and a third is expected. When all bids are in, the Board will compare and make a final decision.
  • Bamboo from the common area has been reported to be infringing on private property. The Board will investigate the location of the bamboo and the property lines.
  • The Board approved a tree assessment to Mike’s Tree Service at the rate of $50 per hour to mark trees that must be removed.
  • Due to expenditures of maintaining the Clubhouse, walking trail, common areas, and pool, and also due to the unexpectedly large bids for resurfacing the tennis courts, the Board unanimously voted to raise dues by 10%, from $528 for 2009 to $580 for 2010. The ability to raise dues by 10% per year is stipulated in Section 5.03 of the Country Walk by-laws.
  • A resident had requested permission to build a retaining wall on his property. Warren will notify the ACC, and Mickey will tell the resident to present the details to the ACC.

The next Board meeting is scheduled for Wednesday, December 2nd, at 7 pm in the Clubhouse.
